Claim Handler Active? (FS-CM)

Hi, anybody know how to activate Claim Handler during claim creation?

In customizing for internal claim type header level, to set status of claim (sublcaim) we use standard BRF expressions ICL_CLMST_FX (ICL_SCLST_FX)

and it's always create claim in "Close" status, because "Claim Handler" is not active
