The rounding in the info record is only kicking in when you are converting a PR into a PO.
If you want to have this working with scheduling agreements you have to add it into the scheduling agreement.
The info record data is not ready when running MRP for schedule lines.
I fact the info record is only used if it exists at the moment of adding the material to the scheduling agreement. Once the data is ready and the scheduling agreement is saved the data in the scheduling agreement becomes independent data (exception is for consignment).
Create a purchase requisition for let say 11 pcs for this material and perform source determination for the vendor for which you have the info record. Once you then do the conversion to the PO you will see the rounding profile kicking in.

PS - 1. The planned delivery time is also copied from the info rec into the SA, then the SA planned delivery time is the one that is used for MRP.
You can check this by changing the planned delivery time in the scheduling agreement and then running MRP. After that change the planned delivery time in the info rec and you will notice that the MRP results will not change.
Here the same principle applies in that once the data is read from the info rec into the SA and the SA is saved then the SA data becomes independent data.
PS - 2. If you try to use dynamic rounding profiles you will see that this is not working at all with scheduling agreements. The dynamic rounding profiles are only working with info rec + pur req/PO
