For PD, each update is cumulative, so you don't need to install all the updates (I always keep mine bang up to date, I know most people aren't able to).
I don't know about SQL Anywhere - I use it for my local repository, but I don't update it very often - it's probably the same. You could ask the question at the SQL Anywhere group - SAP Sybase SQL Anywhere
