There is no requirement of PI for EPC integration, you need a java stack on which you have deployed the EPC related patched. So once you deploy the patch you will find the CTC template in EP which you have to run and provide all necessary input of Source i.e. ECC and Target of Oracle Primevera.
Activity has to be done by Basis consultant only and not PI.
